Dialogue et communication

Nous voulons ouvrir un vrai dialogue avec vous, pour une action continue de communication, soucieux de rendre compte auprès de la population avec :
• consultation préalable des habitants sur les projets importants et ouverture d’une boîte à idées ;
• information sur les projets, leur réalisation, les programmes d’activités et les budgets correspondants par bulletin municipal régulier et un site Internet avec forum.

Sécurisation, entretien et aménagement

Nous voulons réaliser, dans un premier temps, des actions concrètes, n’engageant pas des financements considérables, mais démontrant notre volonté de changement. L’économie de moyens et la recherche d’énergies renouvelables seront privilégiées. Les actions suivantes seront entreprises :

• aménagement du cœur de bourg avec une circulation sécurisée des piétons au sein du bourg examinée attentivement au bénéfice particulier des commerces,
• sécurisation, entretien et réhabilitation du patrimoine communal pour le valoriser,
• entretien des routes et embellissement floral du bourg, de ses environs et des villages,
• maintien d’un « cabinet médical », plus fonctionnel que celui existant,
• amélioration de l’éclairage des villages,
• modernisation du réseau d’eau et d’assainissement.

Tourisme

Valorisation de la grotte et de ses environs, incitation des visiteurs à s’attarder dans le bourg

Nous nous attacherons à mener les actions suivantes :
• finition des travaux de la grotte, aménagement des voies d’accès et règlement des litiges de terrains,
• effort de promotion touristique de Tourtoirac, de son petit patrimoine et de ses sites,
• aménagement sans délais de la place des platanes pour accueillir le tourisme loisir-sport-nature générant ainsi une animation du bourg,
• création d’un parcours historique au sein du bourg avec panneaux et dépliants.

Intercommunalité, services publics et économie

Le dynamisme, le développement harmonieux de la commune et ses ressources financières sont étroitement liés à l’activité économique qui s’y déploie ; nous proposons les actions suivantes :
• information sur la carte communale et aménagements selon règlementation en vigueur,
• collaboration et initiative de la commune avec et auprès de la Communauté des communes pour mise en commun des moyens,
• recherche des aides et financements pour le développement économique de la commune,
• appui à l’installation des commerces, artisans, entreprises et à la valorisation économique des compétences : accueil, diffusion d’une information fiable, aide administrative, appui dans la recherche et l’obtention de financements, de formations complémentaires,
• défense de nos services publics.

Tissu Social

Sport, associations, animations, fêtes, vie scolaire, rapprochement des générations, entraide

En particulier :
• soutien et aide active aux clubs sportifs et associations,
• création de nouvelles actions culturelles (bibliothèque, expositions, animations…).
• retour à une véritable fête communale du mois d’août par la création d’un thème,
• création d’espaces récréatifs pour les enfants, lieu de rencontre social,
• introduction du bio dans les repas de la cantine (avec formation/information des enfants, éléments de diététique) sans augmentation des tarifs,
• aide gratuite aux devoirs pour tous les enfants de la commune qui le souhaitent (primaire, collège, lycée),
• promotion de l’entraide par la mise en place d’un système de covoiturage,
• organisation de fêtes et voyages inter-générations
• mise en place d’un service d’aide administrative,
• recensement des secouristes de la commune pour mettre en place une chaîne de premiers secours et mise à disposition d’un défibrillateur dans le bourg (appareil permettant de rétablir par un choc électrique un rythme cardiaque normal).

Dear Citizens of Tourtoirac,

The election of the 9th March 2008 will allow you to make your choice of team which will be in charge of the administration of our commune, for the forthcoming six years.

Humanist at heart and by conviction, I wish to share those same values of progress and solidarity with the inhabitants of Tourtoirac and to work to those ends, for you.

Our team is made up of almost equal numbers of men and women, who are representative of a wide range of our population. They will combine the freshness of new talents with a wide variety of extensive and diverse experience, acquired throughout their professional and social lives. These multiple abilities and skills will bring a different awareness, approach and emphasis to our commune.

Innovative actions will favour and encourage the dynamic and harmonious development of Tourtoirac in the areas of tourism, economy and society.

A constant focus of our administration and management will be the preservation of each person’s quality of life.

Our team, new and resolute will have the permanent intention of building a spirit of dialogue, of impartiality and of integrity, with you.
We bring a coherent plan integrating, at the same time, the future opening of the Grotte and the refurbishment of the town, without ignoring the needs of the villages.

Our plan will come rapidly into place, if the exploitation of the Grotte does not present too many problems, which we strongly hope. Nevertheless, the problems which have resulted from the way the project has been studied and designed – and the way in which the works have been carried out, will not be hidden by us. This will necessarily result in a close examination of the reports and dossier.

In any event, we will be informing you of our work and investigations at a public meeting.

Prior consultation with residents on important projects and to open an ‘Ideas Box’;
Information about any projects, how they will take place, the time scale and the corresponding costs –through regular Council bulletins and a local Internet site with a forum.

Safety, upkeep, maintenance and refurbishment

In the first instance, we will undertake concrete actions, without undue financial outgoings, but which will demonstrate our intention to change things. The economic means of achieving projects and research into renewable energy are of prime importance. The following actions will be taken:

Refurbishment of the heart of the town with the careful consideration of safe movement of pedestrians in the middle of the town, paying due attention to the needs of local commerce.
Safety, security, maintenance and restoration of our commune’s heritage and property, therefore enhancing their value.
Upkeep and maintenance of the roads and the floral decoration of the town, its environment and the villages.
The maintenance of a more suitable doctor’s surgery.
Improvement to the lighting in the villages.
Modernisation of the drainage and water system.

Tourism

To ‘show off’ the Grotte and the local environment, to encourage visitors to spend time in the town.

We are committed to the following actions:

The completion of the works to the Grotte, development of the access road and to settling the disputes over the land.
To concentrate on promoting tourism in Tourtoirac and of its sites and heritage.
Without delay, the development and refurbishment of the Place des Platanes to welcome leisure, sport and naturalist tourists, which will also then generate a liveliness in the town.
The creation of an historic route in the heart of the town, with information signs and pamphlets.

Social Life and Wellbeing

Sport, Associations, clubs, events, festivals, fairs, school life, mutual aid/help and bringing generations together

In particular:

Support and active help for sports clubs and local associations.
Creation of new cultural initiative (library, exhibitions, events…)
Return of a real community fair in August by creating a strong central theme.
Creation of a children’s recreation area and social gathering place.
Introduction of ‘bio’ food in school meals (with teaching and information for the children about diet and healthy eating) – without raising the meal prices.
Free homework help for all the children of the commune who wish it (primaire, college, lycee)
The promotion of mutual help by putting in place a shared transport/car system.
Organisation of fairs/festivals and mixed generation visits and journeys.
To put a helpline in place for administration.
A contact list of the first-aid workers in the commune.
To put in place a defibrillator for the town (a rapid response machine used in the case of heart attacks).

Relationships between communes, public services and economy

The dynamic and harmonious development of the commune and the related economic activities are closely tied to the financial resources which can be deployed.
We propose the following:

Information about the Commune Plan and refurbishment, which will be dependant upon robust controls.
Close collaboration and initiatives with the Community of Communes to pool our resources for the benefit of our commune.
To seek financial aid for the economic development of the commune.
To support the arrival of commerce, artisans and businesses and to promote the value of their abilities by:
Welcoming them, offering reliable information and administrative help, supporting them in seeking finance and additional or complementary training.
To defend our public services.

Pour donner un nouvel élan à la commune...

Pour donner un nouvel élan à la commune, Christian BARASCUD joue la « Nouveau-T » pour TOURTOIRAC.

La liste « Nouveau-T » constituée à parité de femmes et d’hommes de tous âges compte apporter la diversité de ses compétences et de ses expériences au développement et au bien-être de Tourtoirac.

Les principaux thèmes :

Proposant un changement de méthode, elle se veut la liste du renouveau par une gestion concertée, la pratique de la transparence et du dévouement. Entraînée par ses fortes motivations, l’équipe de « nouveau-T » rassemblée autour de C. BARASCUD mettra son dynamisme à la réalisation de projets de tourisme et de sports nature liés à l’ouverture de la grotte, à l’aménagement du bourg et des villages.
Les actions concerneront, d’abord, dans un esprit d’accueil et d’écoute, les services à la personne, les rencontres entre générations, la sécurité de circulation pour les piétons, la valorisation du patrimoine communal si longtemps oublié.

Depuis mon enfance, j’ai beaucoup déménagé mais j’ai toujours gardé comme lieu d’attache Tourtoirac que j’aime profondément et que je retrouve avec bonheur à l’heure de la retraite, avec mon épouse.
C’est cet amour pour notre commune qui m’a décidé à apporter mon énergie, mes connaissances et mes expériences au service de tous. Je serai aidé d’une équipe d’hommes et de femmes de valeur très attachés, eux aussi, à leur commune.
Je suis fidèle aux valeurs de tolérance, de transparence et de solidarité. C’est dans l’union et l’action que l’on fait de grandes choses en s’appuyant d’une part sur ce que nous avons en commun mais aussi en confrontant et valorisant nos différences.
Je crois beaucoup aux vertus du sport, véritable école de la vie pour nos jeunes, et me suis beaucoup investi au sein du club de basket.
Défenseur des traditions locales, c’est tout naturellement que je participe, en tant que vice-président, à la vie de notre association communale de chasse.
Notre équipe, disponible et très résolue, mènera avec vous, dans un souci de dialogue permanent, un projet de développement harmonieux de notre commune et respectueux de la qualité de vie.

Pour donner un nouvel élan à Tourtoirac, voici la liste Nouveau T…

Nouveau T, comme :

Tourtoirac… bien sûr. C'est avant tout pour notre commune que nous nous rassemblons.
Transparence… ouvrir (enfin), un vrai dialogue avec vous, pour une action continue de communication, soucieux de rendre compte auprès de la population.
Travaux… réaliser, dans un premier temps, des actions concrètes, n’engageant pas des financements considérables, mais démontrant notre volonté de dynamisme et de changement. L’économie de moyens et la recherche d’énergie renouvelable seront privilégiées.
Tourisme… mettre en place un véritable accueil des touristes et des sportifs de plein-air, pour inciter les visiteurs à s'attarder dans le bourg après (ou avant) la visite de la grotte.
Tissu social… créer du lien, rapprocher les générations et développer l'entraide active.
Territoire… penser l'aménagement, réiintégrer Tourtoirac au cœur de la communauté de communes, accueillir et aider les entrepreneurs.

New T, standing for Tourtoirac…of course.
It is for our commune that we come together Nouveau T, for Transparence, Travaux (work), Tourism, and for the quality and well-being of our commune

Christian Barascud – retired Army Officer
Le Bourg
Aged 56 and married
Strengths and competences at the service of the commune: Drainage.   Communication.   Law.   Economics.   Finance. Sport. Tourism/Grotte.   Highways
Since my childhood, I have often moved but have always kept the strongest links with and remained part of Tourtoirac, which I hold dear. It is with great happiness that I have retired to Tourtoirac with my wife.
It is this love for our commune that has prompted me to offer my energy, my knowledge, understanding and my experience for the service of everyone. I will be helped and supported by a team of worthy, valuable men and women, who are themselves, very attached to their commune.
I am faithful to values of tolerance, of transparency and of strength and trustworthiness. It is this spirit of unity and action that will enable us to achieve great things, to help each other to celebrate those things we agree on – but also to face up to and value our differences.
I strongly believe in the virtue of sport, truly the school of life for our youngsters and I have committed myself to nurturing the growth of our basketball team.
As a defender of local traditions, and as Vice-President, it is quite natural that I have participated fully in the life of our local Hunt organisation.
Our team, available and very determined, will lead and engage you in continual dialogue towards the development of a good quality of life and harmony in our commune.

I was born in Chambon and am involved in many different local groups. Contact with all generations is, for me, essential. What I wish for Tourtoirac and is inhabitants is a balance of joy, health, prosperity, hope and satisfaction in their lives.
The development of tourism, thanks to the Grotte and the arrival of new inhabitants supports and lifts commerce, our local artisans and will allow us to keep our school.

Deeply attached to the region through my grandparents, I have lived at Goursat for 5 years, in the house where our family has regularly gathered during our 35 years of working abroad.
Little satisfied with the direction of the commune and the welcome given by the Mairie; in support of a team remarkable for its dedication and its dynamism, I wish to invest my experience and skills in the service of the future economy and society of Tourtoirac.

I have the same definition of democracy as Christian Barascud. It is for this reason with all confidence, that I have allied myself to his project for our commune. I will bring all my skills to this. I wish and hope to return to the values that have disappeared, for example that, without exception, all 15 flags are raised after the election, irrespective of, but in complete response to your democratic votes!

A retired Head teacher of schools in England and now a Business Coach in English and lecturer/consultant in Strategic Management, I wish to support the youth of our commune in finding opportunities for the future. I have been involved at the core of different local associations for many years (president and trainer of the basketball club of Tourtoirac for 5 years, member of the Administrative Council for Blood Donors for the canton of Hautefort). Therefore I am at the heart of working for the best balance of life in the community and to give a fresh breath of air to Tourtoirac, with a team of motivated people from a wide variety of backgrounds.

In the wish to continue with my mandate I would fully participate in the opening of the Grotte. In effect, I am confident in this excellent project. I want to participate in the commune’s development and to be as fair as possible with everyone.
I have received medals of merit for agriculture, commemorative medals from Service in Algeria and Recognition and Gratitude from the Nation.

Local Council Elections in Tourtoirac 2008

If this is your first time, of first opportunity to vote in France, we hope you may find the following information about the voting system in France helpful.

The new Council for Tourtoirac will be composed of 15 councillors and elected for a term of 6 years (unless this period is altered or extended by the Government).

In brief terms, Article.L.256 and Article.L.257 of the ‘Texte de Code Electorale’ states that:
Where communes have up to 2500 inhabitants (i.e. Tourtoirac), election candidates may be part of a list – or choose to stand as independents.
In communes of Tourtoirac’s size, candidates do not necessarily have to formally register their candidature.
Equally, electors themselves may add a name to their voting slips on Polling Day - for example, where they feel that someone would be particularly good as a councillor for the commune.

You will shortly be receiving, or may have already received your Polling Card. If it does not arrive in time, or you mislay it – do not worry. As long as you are registered as a voter in Tourtoirac, it is sufficient to take your passport along as proof of your identity.

The first round of Polling will take place on: Sunday, 9th March, in the Mairie. The Polling Station will be open at 8 a.m. and remain open all day until 6 p.m.

How to place your votes:

To vote for who they wish to be responsible for the ethos, management and future of Tourtoirac, electors must CLEARLY DELETE those candidates they DO NOT WANT AS COUNCILLORS, remembering to leave a maximum of 15 only. (This is the opposite of the British Electoral System)

Electors may choose a maximum of 15 candidates only.

A lower number of candidates may also be chosen.

However, where electors vote for more than 15 candidates, the entire ballot paper will be declared INVALID.

At the time of writing, there are 2 different lists in Tourtoirac, each of 15 candidates – (on Election Day, there may also be independent candidates, as yet unknown).

Each of the lists will be printed on a separate voting paper, which electors receive in their mailbox or collect from the table in the Mairie.

Electors may choose to vote for a complete list of 15 candidates, or select up to a total of 15 candidates, from any of the lists.

Once unwanted names have been deleted in the secrecy of the polling booth, the papers should be sealed in the envelope provided and deposited in the ballot box.
Electors are then required to sign against their name on the electoral role.

At the end of the first round on the 9th of March, those candidates with more than 50% of the votes cast AND more than 25% of the electoral role, will be declared as immediately elected.

Where less than 15 are elected outright in the first round, the second round of elections will take place.

The second round of elections will take place on: Sunday 16th March, in the Mairie, again between 8 a.m. and 6 p.m.

In the second round, some of the candidates from the first round may choose to withdraw, other names may be added to the lists or other independent candidates may decide to stand.

Voting will take place in the same way, but again, care must be taken not to vote for more than the vacancies available.
(e.g. if 13 councillors are elected in Round One, only 2 votes can be cast in Round Two)

At the end of the second round on Sunday 16th March:
Article L 253 of the ‘Texte de Code Electorale’ states that those candidates with highest number of votes corresponding to the vacant positions are elected.
Where there is a tie in the number of votes received, the oldest candidate is elected.

Once the election for the 15 councillors is complete, the new Mayor is chosen by whichever list of elected councillors holds the majority of seats, or by a majority vote of all councillors, where there is no clear list majority.

The newly elected council and Mayor then begin their 6 years of office.
